In November last year, “public highways of federal significance” became paid for trucks weighing over 12 tons: the fee for one kilometer of track was set at 1.53 rubles, although it was previously planned that a kilometer would cost 3.73 rubles.

As of October 15, Platon's operator has publicly shared the following statistics. Over the 13 months of its existence, the system, which now includes 786.7 thousand trucks, has made it possible to collect 18.1 billion rubles. Impressive? To be honest, not really.

Firstly, "Platon" assures that "663 thousand cars of residents and 124 thousand non-residents - this is 79% of the target audience." But: 1.9 million trucks with a total weight of over 12 tons are registered in Russia. This means that only a third of Russian carriers actually pay for the fare!

Second, let's do the math. Dividing the total amount by the number of cars, we get that each truck brought only 23 thousand rubles. Or, taking into account the cost of a kilometer (1.53 rubles), I drove 15 thousand km. For the year - 15 thousand! Less other cars.

Of course, in both cases modest statistics can be tried to justify. For example, some heavy trucks do not drive on public roads at all. The other part rarely or does not go to the federal highways at all (which, to put it mildly, is problematic), the third one is simply registered with the traffic police, but is completely immobile or has fallen into a temporary joke due to the crisis.

But, in fact, one conclusion suggests itself: truckers have found a way to bypass the system. And indeed it is. True, with one important clarification: large fleets regularly pay for each kilometer of each road train run (their money is 63% of all Platon fees), but private traders ...

Some statistics. From the beginning of 2015 to the middle of 2016, 320 thousand legal entities re-registered cars for private owners. Plus, the private traders themselves suddenly massively began to register equipment for other people. What for? We tell you: this is the so-called “homeless passport” scheme.

In a certain village of Kukuyevo, a certain Vasily Ivanovich Petrov lives, who has neither personal property nor a driver's license, and therefore is not afraid of anything. Trucks are registered on it: let fines be sent, courts go through, bailiffs come ... Vasily Ivanovich regularly pays purely symbolic 1,000 rubles every month so that the truck is not arrested. Private traders will disappear as a class?

Do the Platonists know that drivers fool them? Of course. But they can’t do anything: you can’t put cameras every 10 kilometers. The option to launch patrols that would not stand still, but constantly drive, is also not ideal, because the total length of federal highways is 51,000 kilometers. Recall that "Platon" is a system that tracks the path of a trucker and charges him a fee at a fixed rate. The fare on federal roads is 1.53 rubles per 1 km, from March 1, 2016 - 3.06 rubles. However, drivers are most likely worried not by the collection itself, but by the system of fines. So far, there are problems with everything - with route maps, and with payment for a route determined by Plato and often quite strange ... If this system had first been tested in test mode for a couple of years, and then introduced, then there would be much less dissatisfied.

And they want to leave our driver brother, excuse me, without trousers at all ... If you calculate how much a truck driver now receives for his hard work, then many will not get 30 thousand “clean” ones, minus repairs, spare parts and liquid. According to our calculations, about 3 thousand people in the Smolensk region are engaged in long-distance cargo transportation, and I think that all of them will support our resolution for the abolition of Platon.

Igor Sergeevich, who has been going to “long-distance” for the third five-year period, sums up: “If it goes on like this, then soon they will install air meters for us - for every breath and exhale, but we, excuse me, are not vegetables to pay some seigneur Pomodoro, we will fight to the bitter end! Today we are already forced to deliver goods at ridiculous prices, just to pay off the "diesel"!

In a word, Russian truckers are determined. True, opinions are divided here. Some, like the Smolensk people, intend to fight only for the abolition of the Platon system. Others, the most radical, insist, among other things, on the punishment of its initiators - up to the imposition of billions of dollars in fines on the oligarchs, and also on the initiation of a criminal case against each of them on suspicion of participating in corruption schemes. Still others vote for the abolition of weight control for heavy trucks, transport tax, rising prices for gasoline, diesel fuel and spare parts. And if these demands are not met, they promise to block not only federal highways, but also Moscow, leaving the metropolis without food. But, as they say, we'll wait and see. The Ministry of Transport has already stated that the abolition of the Platon system is currently impossible.

Information about road infrastructure projects funded by the Platon heavy truck toll system will be available in a special section of the system's website. This was announced on the air of the Russia 24 TV channel by the head of the Ministry of Transport Maxim Sokolov following a meeting with carriers in St. Petersburg.

“To ensure transparency of subsequent expenses - we just talked about this, among other things. A special section will be created on the website, where there will be information about what funds collected through the Platon system are directed to which specific projects,” he said.

As the minister notes, the abolition of the system is currently impossible. “The Government of the Russian Federation and State Duma deputies have already taken the necessary compromise steps: we have reduced the relevant taxes,” Sokolov said.

At the same time, the head of the Ministry of Transport, during a meeting with carriers in St. Petersburg, invited them to take part in the selection of road infrastructure projects for which the money collected by the Platon system would be directed.

The Platon system was launched on November 15 to collect fees to compensate for damage caused to roads by vehicles with a maximum permitted weight of over 12 tons. Following the results of two weeks of work of the state system, 550 million rubles were collected for the Federal Road Fund. It is planned that in 2016 the collection of payments will bring 40 billion rubles to the Federal Road Fund. This money will be spent on the repair of federal highways. Fine for non-payment for the use of federal roads for heavy trucks over 12 tons

Cancel the transport tax and work with patents

Following a serious reduction in fines for non-payment of fares, Putin announced another serious concession for truckers, which will be the abolition of the transport tax. Putin demanded that this be done no later than the first quarter of 2016.

“In many countries of the world, in Belarus, they pay seven times more for the mileage of heavy vehicles than what is offered in Russia,” Putin said. not canceled, by the way, at the insistence of regional leaders, because the transport tax goes to regional budgets, but for heavy trucks that have to pay for mileage, this must be done.

And I very much hope that the government will do this in the very near future, at the beginning of the year. I hope that all these decisions that I have mentioned, including on the tax on vehicles, will be adopted by the government in the near future, no later than in the first quarter."

The head of state also expressed hope that the government would think over changes in the patent system for drivers of heavy trucks.

"How to do so as not to overload them with fees, fees and taxes? There is a simple way - to give them the opportunity to acquire a patent, inexpensive. But there is a problem. Patents are issued for a year, but there are seasonal transportation. Well, let the government think about it in advance and will do it," Putin said.

It won't get any easier without a transport tax

In turn, the leader of the interregional trade union of professional drivers, Alexander Kotov, believes that the abolition of the transport tax will still lead to a decrease in regional budget revenues that are used for road construction.

“This is a prerequisite for all regional roads to eventually become paid, and Platon will earn money not only on federal highways,” Kotov said. “The main revenues of the regions that go to the budget for road construction are just the transport tax. cancel it now, then less money will come in. After all, you can’t collect much from cars. Therefore, you will have to look for either other sources of funding, or introduce a fee for the use of federal roads for everyone.”

Driver Magomed Magomedov from Dagestan, who owns several trucks and took part in the rally from Dagestan to Moscow, told Gazeta.ru that

Ruslan Shankin, head of the Navigator-M company, believes that the abolition of the transport tax will help freight carriers "like a dead poultice."

“Here is an example with a cargo truck with a 320 hp engine - we pay 28 thousand rubles a year for it,” Shankin told Gazeta.Ru. “It turns out that with the abolition of the transport tax, we are charged 2.3 thousand rubles per month, despite the fact that with a mileage of 15 thousand km per month we will have to pay 40-45 thousand rubles.

It sounds loud, but it doesn't really work."

Meanwhile, the leadership of United Russia stated that the issue of the ratio of payments to the Platon system and the amount of the transport tax should be carefully worked out at the legislative level so that the regions do not lose the opportunity to repair roads in the constituent entities of the Russian Federation.

"The transport tax goes to regional road funds, to restore regional roads. Payments under the Platon system go to repair federal highways. Therefore, we need to find a middle ground, an optimal solution so that the regions are not left without funds for the restoration of regional roads if the transport tax is canceled ", - quoted on Thursday the Vice-Speaker of the State Duma, Secretary of the General Council of the party Sergei Neverov, the press service of United Russia.

While politicians were discussing the expediency of "Platon", the singer and leader of the group "DDT" Yuri Shevchuk on Thursday arrived at the camp of protesting truckers in Khimki. To support the drivers, he sang a few songs to them and gave them his CDs.

Owners of multi-ton trucks are required to make payments to the state budget for travel on federal highways. This innovation appeared at the end of 2015. Disputes and discontent on the part of truckers have generated a lot of discussion. And now people are often interested in whether Plato has been canceled or not.

Platon is a specialized system for collecting fees from trucks, whose authorized weight is more than 12 tons, for driving on federal roads. Toll motorways do not fall under this category.

When driving on such roads, the duration of the route and the cost of payment in favor of the state budget are calculated. You can make the calculation in several ways:

  • compiling route maps;
  • automatically using specialized on-board devices.

Although the bill on the collection of fees was introduced in November 2015, it became effective a little later for those who move outside the Moscow region. The cancellation of Plato is not considered by the Government as a way to resolve the unrest that has arisen on the part of truckers.

About picket truckers and further innovations

After the press received information about the introduction of fees for the passage of multi-ton trucks on federal roads, many truckers took to the protest. The rally was held on November 19, 2015 throughout Russia.

The main argument of dissatisfied truckers was that the country was not ready for the introduction of such a system technically and psychologically. The practice of collecting tolls came to Russia from European countries, the level of development of which is much higher.

After such a negative response from carriers, the Ministry of Transport of the Russian Federation made some adjustments. Already in mid-November, it was decided to postpone until May 1, 2016 the imposition of fines for violation of obligations to compensate for damage caused by heavy trucks to federal roads.

Immediately after the introduction of the law on the Plato system, a bill was prepared providing for the abolition of the collection of fees for 3 years. The authors were representatives of the auto business, which
supported by the Liberal Democratic Party.

The dissenters also gave reasons for such a measure: instability and the economic crisis have already seriously worsened the situation of all business representatives, including freight carriers.

The moratorium bill was not passed, but some changes were made to make life easier for truckers. The abolition of Plato is practically impossible today, because the implementation of the program took a huge amount of federal budget funds.

On changing the amount of fines and tariffs

After the introduction of the Platon system, the Ministry of Transport of the Russian Federation received many messages from freight carriers about their unwillingness to work according to the new principles. Most companies simply did not have time to go through the registration and installation of on-board devices. That is why it was decided to postpone the imposition of fines until May 1, 2016.

The size of the fines levied on non-payers were also changed. Initially, it was planned that for the first violation, the owner of the car would have to pay 450 thousand rubles, and for repeated violations - 1 million rubles.

The amount of fines was officially reduced, which is enshrined in the Code of Administrative Offenses of the Russian Federation. The primary violation is punishable by the obligation to pay 5 thousand rubles to the state treasury. A repeated incident implies an increase in the fine to 10 thousand rubles.

Amendments have also been made regarding payment tariffs. Until February 29, 2016, the amount of the fee was equal to 1.53 rubles for each kilometer along the federal highway. Such tariffs were valid only on the territory of the Moscow region.

Starting from March 1, 2016, until December 31, 2018, the tariff should have been increased to the mark of 3.06 rubles per kilometer, but this indexation was also postponed until 2017.
