If the identification procedure was successful, a message will appear stating that the registration is completed and the account is confirmed.

When choosing a confirmation method, please note that all portal features will be available only if you have an EDS. Therefore, it is recommended to purchase a signature from a certification authority. The validity period is 1 year, which means that within 365 days you will be able to work with the portal remotely, saving yourself from personal visits to various departments.

Electronic signature on public services does not work

If the portal of the State Service does not see the EDS, it is necessary first of all to check the signature for validity. Types of electronic signature

There are three types of EP. The most common one, which we often use, does not have the same degrees of information protection as the other two - Reinforced. They differ in status and their scope is not the same. Let's take a look at their differences:

  1. Simple ES involves the use of a username and password. When accessing the services, to confirm the operation, a one-time code may be requested, sent via a CMS message or mail. This kind of identification is often encountered. For this, you do not need to contact specialized centers.
  2. Reinforced unqualified signature– this attribute not only identifies the sender, but also captures changes to the signed document. Get UNP in the certification center. The scope of the NEP is limited. State and municipal documents containing a secret cannot be signed with it.
  3. Reinforced qualified EP has the highest degree of protection at the legislative level. Electronic documents are equated to paper documents with all the attributes of the sighting and have the same legal force. The certificate, which is issued together with the key, contains information on its verification. To carry out legally significant operations, it is necessary to use this key (signature).

For a simpler difference between them, let's draw an analogy with understandable paper attributes of personal identification:

  1. a simple EP is equivalent to a badge if the PC (phone) was used by others, you are responsible for the consequences yourself;

Where do you get an electronic signature?

To access all portal services, you must have an enhanced qualified signature. You can do this before registration or after. The second option is preferable, because you will make sure that an EDS is really necessary for public services.

What is an electronic digital signature: the simple essence of a complex concept!

What is an electronic digital signature? This is an analogue of traditional painting in digital format, which is used to give legal effect to documents on electronic media. The word "analogue" should be understood as a sequence of cryptographic symbols generated randomly using special software. It is stored electronically. Usually flash drives are used.

There are two important concepts associated with ES: a certificate and a key. A certificate is a document that certifies that an electronic signature belongs to a specific person. It comes in regular and enhanced. The latter is issued only by some accredited certification centers or directly by the FSB.

The electronic signature key is the same sequence of characters. The keys are used in pairs. The first is the signature, and the second is the verification key that certifies its authenticity. For each new signed document, a new unique key is generated. It is important to understand that the information received on a flash drive in a certification center is not an ES, it is just a means for creating it.

An electronic signature has the same legal weight and effect as a paper document. Of course, if there were no violations during the application of this parameter. If a discrepancy or any deviation from the norm is detected, the document will not become valid. The use of EDS is regulated by the state with the help of two laws FZ-No. 1 and FZ-No. 63. They affect all areas of application of the signature: in civil law relations, in interaction with municipal and state bodies.

How did the idea of ​​using the EPC come about: let's remember the past!

In 1976, two American cryptographers Diffie and Hellman suggested that electronic digital signatures could be created. It was just a theory, but it resonated with the public. As a result, already in 1977, the RSA cryptographic algorithm was released, which made it possible to create the first electronic signatures. Compared to the present, they were very primitive, but it was at this moment that the foundation was laid for the future rapid development of the industry and the ubiquity of electronic document management.

The millennium brought significant changes. In the United States, a law was passed according to which a signature on paper was equal in legal force to an electronic one. Thus, a new rapidly growing segment of the market appeared, the volume of which, according to the forecasts of American analysts, by 2020 will amount to $30 billion.

In Russia, the first EPs began to be used only in 1994. The first law that regulated their application was adopted in 2002. However, it was distinguished by extreme vagueness of wording and ambiguity in the interpretation of terms. The law did not give an unambiguous answer to the question of how to obtain an electronic signature and use it.

In 2010, a large-scale project was developed to create a virtual environment for the provision of public services in electronic format, which in August of the same year was submitted for consideration to the President of the Russian Federation. One of the key areas of the project is the possibility of using EDS. The regions were obliged to create conditions for free access of individuals and legal entities to the possibilities of electronic document management, so that everyone could receive an electronic signature. Since then, the “electronic state” has been actively developing in Russia.

In 2011, the President ordered the executive authorities to switch to electronic document management within the structures. By June of the same year, all officials were provided with EDS. The program was financed from the federal budget. In 2012, electronic document management began to work in all executive authorities of the Russian Federation without exception.

After these transformations, two questions were acute. First, EP was not universal. For each goal, a new signature had to be obtained. Secondly, some crypto providers were not compatible with others, which put their clients in a difficult position. Step 3. How to get an electronic signature: fill out an application!

Simple

To obtain a simple EDS, you must:

  • go through the identity verification process:
    • by mail, ordering the code through your personal account;

    • through the Tinkoff online bank, Post Bank and Sberbank (only for customers of these credit institutions).
  • indicate on the site the code received as a result of successful verification of identity.

A qualified digital signature allows you to change the status of your account to "Verified", giving you access to all the functions of the site. To create it, cryptographic tools and specialized software certified by the FSB are used. You can get such a signature only in accredited centers. To obtain a certificate and a key of a qualified EDS, a representative of a legal entity should submit to the certification center:

  • constituent documents of the company;
  • certificate of tax registration;
  • confirmation of the fact of making an entry about the legal entity in the Unified State Register of Legal Entities.

To obtain a qualified electronic signature, an individual will need:

  • the passport;
  • SNILS;
  • personal presence.

Important: the certificate and electronic signature keys are written to a physical medium (token or smart card). As for the cost of the service, it depends on the regulations of the certification center.

To what extent is an electronic signature equivalent to a regular one?

A frequent question that arises among users of the State Services portal is whether an electronic signature is analogous to a regular one put on paper. A detailed answer to it was provided by the Ministry of Telecom and Mass Communications of the Russian Federation with a reference to the Federal Law. Two cases are considered:
